I find that performing the following two steps works a treat:

-create & ping your xml sitemap
-comment on recent posts from authoritative blogs or news related websites

Hubpages is another good site, where you can write articles and link out to your blog from them. Once your “hubs” get higher rankings on the site, they become decent PR links.
