Donovan,

There’s a stylesheet (css, look it up in google) that manages many of the visual aspects of a wordpress blog. Things like text color, list styles and content area positions to name a few.

The other files in case of the comments, it’s comments.php uses some styles defined in the stylesheet, called style.css.

There’s a very thorough explanation of how this is done on the wordpress.org site …

Donovan – it’s mostly done with CSS, and using the comments.php file in your chosen theme. Experimenting is part of the fun.
